How Protect Privacy AI Began
For Founder and CEO Dawn Hawkins, this work began long before Protect Privacy AI did.
During her years leading the National Center on Sexual Exploitation, Dawn worked alongside survivors, lawmakers, and technology companies to address sexual exploitation and the spread of intimate images online. She helped architect the TAKE IT DOWN Act, and she saw firsthand that changing the law was only one part of the solution.
But the issue was personal, too.
Throughout her career, Dawn has been targeted with forged sexual images, shared with her, her family, and online. She understood both the systemic problem and what it meant to be the person depicted.
For years, Dawn encouraged others to build technology that could help address the problem. When the TAKE IT DOWN Act became federal law in 2025, the gap became even clearer.
The law created new rights and responsibilities around nonconsensual intimate imagery and certain digital forgeries. But having a right to removal is not the same as being able to find harmful content, pursue its removal, and know whether it has returned.
The law had changed. The technology needed to help make those protections actionable still had to be built.
In December 2025, Dawn stopped waiting and began building it with Co-Founder and President Jeff Benson.
Jeff brought a very different form of expertise to the problem. A retired Navy SEAL and former SOCOM intelligence leader with experience building and leading AI computer-vision technology, he understood what it would take to translate the need into scalable technical infrastructure.
Protect Privacy AI was built at the intersection of those perspectives and has continued to bring together expertise in technology, survivor experience, victim advocacy, law, and policy.
